Poor New Orleans. Not again...
Three years after Hurricane Katrina slammed into the Louisiana coast, New Orleans residents on Wednesday again faced the prospect of an evacuation as Tropical Storm Gustav loomed.  

Not since Katrina and Hurricane Rita, which followed in its wake, have residents faced government orders to evacuate their homes and businesses. Many are still struggling to rebuild their lives in a city famed for its jazz clubs and Mardi Gras festival.

On Wednesday, two days before the third anniversary of Katrina's August 29, 2005, landfall, Gustav drifted away from Haiti and the Dominican Republic after killing 22 people. It could hit the U.S. Gulf Coast around Monday.

You wanna know what's really great about this? What's going to make this oodles of fun for New Orleans to manage another natural disaster?

Guess where much of Louisiana's National Guard is.

Come on! You can guess this one! I believe in you!

Their second deployment to Iraq!

I'm sure this is going to be handled at least as poorly as the last one, which considering the area's infrastructure has been fucked once by Katrina and has now been further handicapped by troop redeployments.... yeah.

This is going to sound really mean, but I think at this point I feel I have to say it, no matter how hostile it's gonna come out. I have no idea how to say this in an appropriately peaceable way, so I apologize in advance for my tone.

You posted to an entry about how an entire city is potentially going to get hit with a natural disaster again to gripe about yourself. You really just did that.

I'm glad the real victim here is you. Here I was worrying about people who'd actually lost homes and businesses, and stand to have shit pulled out from under them again. I see now that I've been a fool. It really was about you this whole time. All that news coverage should've been at your house. I'll call Geraldo right now and tell him.

Though if we're really going to go the angle that all the "good" refugees have rebuilt while all the "bad" refugees are off gallivanting about victimizing you, doesn't it suck at least a little that it's the people who've rebuilt who're gonna get nailed again?

Anyway. I'm sure you caught on to the point of this entry even if it didn't register as important enough to comment on. I didn't assume you'd have much sympathy for these people, but I personally think it kinda sucks that after how poorly things were handled last time (and they were, even allowing for people who scammed the government and made it worse)... they've been left without a lot of their National Guardsman this time. That is not going to improve their ability to handle things this year, and that's not something you can blame on them. The National Guard just went where they were told. The fact that disaster infrastructure in this particular area was secondary to the war in Iraq tells you something about the priorities of our Executive right now.

And that's the point.

I meant most of the people evacuated from New Orleans were relocated in Houston. And they are still there. There has been a massive population shift of NO poor from that city to Houston, St. Louis, and Atlanta mainly. There will not be a repeat of Katrina simply because the problems that plagued the city last time are not present this time.

It was not a gripe, it was a observation of a population shift from one city to another. NO has lost from 30-40% of it's population, the remaining population is situated primarily on the west side of the city which is the high ground and can survive a direct hit from a hurricane. There is little reason to panic, especially since they have a competent governor now.

For the record, Louisiana has 11,500 National Guard.

A battalion has just over 1,000 troops.

That still leaves over 10,000 national guard for an emergency.

They're still looking at an evacuation, and it's important to have things like personnel for that.

Also, I'm not sure if you meant this the way it sounded, but...

I meant the lack of mobility, the lack of governmental organization that could achieve core functions. When Rita hit Houston evacuated it's entire population in a day. The problem with NO was not the poor, the problem was a government completely unable deal with a crisis that required a quick response. The population is not a problem. Moving the population quickly is a problem. This time the governor is not going to spend time primping before giving orders, the mayor is going to releases the buses, and the cops aren't going to flee the city.

Katrina can't happen again because the human factors that caused the foul up are likely facing a lynch mob if it happens again.
